Abstract
Wiki-Horizon:"Imagine a world in which every single human being can freely share in the sum of all knowledge1". This preliminary project (WHCETG) is based on: "Wikimedia mission: making knowledge freely available to all", and offering "free culture to the general public", "THE SET OF CORE VALUES1" that shape Wikimedia movement's vision and guide its work, the two Principles (P1 and P2)2, and the Threshold of Globalization2(TG). The goal of this project {designated by (Gtg) is to increase the velocity and the positive acceleration of Wikimedia movement (WM) towards the Threshold of Globalization2, by creating necessary Cultural elements, suitable Educational conditions and appropriate atmosphere for this goal: "Imagine a world in which every single human being can freely share in the sum of all knowledge1, and have a happy, successful, stimulating, progressive, peaceful, interesting and bright life. {Nothing has ever been achieved by the person who says 'This can not to be done' (Eleanor Roosevelt)} This preliminary project (WHCETG) contains two volumes. Volume 1 is devoted to the Entire set of World Population (EWP), and volume 2 is particularly interested in the subset of Global Community of Wikimedia Movement (GCWM) (Wikimedians). Each volume is composed of two sections. Sections 1.1 and 2.1 concern Cultural Outreach, and sections 1.2 and 2.2 Educational Outreach. In this proposal it is suggested to create two committees (Table 1): (a) - a Culture-Education-Justice Committee (CEJC), and (b) - a Program Committee (PC). Briefly three following important challenges are examined in light of the two principles P1 and P2:(a)- Conflict Of Interest (COI). "Movement tensions detract from programmatic work.3 (b) Participation. Editor decline continues to be an intractable problem.3 This is our single biggest challenge.3 (c)-"The ever-growing community of exiles, often labelled "trolls", who departed Wikipedia due to disagreements with the mainstream4", community atmosphere and edit-wars.

Detailed proposal
Table 1: Committees (CEJC), (PC) and their missions
Committees Missions
Creation of the Culture-Education-Justice Committee (CEJC) of WM The mission of (CEJC) is:

1. to examine, to study, to review, to survey and to analyse all dimensions of cultural and educational activities and creations to find new methods, means and technics destined to promote the respect of the two principles P1 and P2, and 2. to intervene when a conflict of interest arises, or when a potential conflict of interest emerges.

Creation of a Program Committee (PC) based on two Principles P1 and P2. This committee is composed of invited Wikimedians who are interested in this proposal. The mission of (PC) is to elaborate the detailed program of this proposal based on:

1. feed-back contributions {from (CEJC) and Wikimedians}. 2. this preliminary (WHCETG) Project.

Table 2: Functions, Variables, Parameters, and Goals. Notations and Definitions

Notations Definitions
P1 The principle P1 represents: Truth, honesty (and in particular intellectual honesty), sincerity and virtue2.
P2 The principle P2 represents: Altruism, selflessness and unselfish concern for welfare of others, the respect and the love of humans, the belief and the doctrine that the general welfare of society is the proper goal of an individual's actions2.
Nwm+(t) Nwm+(t) represents the total number of Wikimedians who are respecting the two principles P1 and P2, and subsequently, the best hope for Wiki-Horizon and Gtg, and the main driving force for maxim (DREAM4).
Nwm-(t) Nwm-(t) correspons to the total number of Wikimedians who are not respecting the two principles P1 and P2. In future every effort is needed and welcomed in order to: (a) - Persuade and encourage {by the method stated in the Rule R22} the members of Nwm-(t) to joint Nwm+(t), and (b) - Increase the value of βwm(t) towards G(βwm).
Nwm(t) Nwm(t) represents the total number of Global Community of Wikimedia Movement (GCWM) (Wikimedians). ↔ {Nwm(t) = Nwm+(t) + Nwm-(t)}.
βwm(t) βwm(t) represents the fraction of Wikimedians who are respecting the two principles P1 and P2. ↔ βwm(t) = Nwm+(t) / Nwm(t).
G(βwm) G(βwm) ≥ 0.75 {cf. G (β)}.
N+(t) The subset of N+(t) corresponds to worldwide humans who are respecting the two principles P1 and P2. The humans inside the subset of N+(t) are moving in positive direction and are contributing positively to human culture, to their environment and their surroundings. They are the best capital, the most excellent source of welth and the greatest opportunity for human future.
N-(t) The subset of N-(t) corresponds to individuals who are not respecting these two principles P1 and P2. These individuals, inside the subset of N-(t), are moving in negative direction. This direction leads to wars, genocides, exterminations, corruptions, formation of criminal organizations {such as Mafias, Gangs, Thugs, Triads, Yakuza,Cosa Nostra, drug cartels, Crime Families and Crime Syndicates}, etc.
N(t) N(t) represents the total number of global human population. ↔ N(t) = N+(t)+ N-(t).
β(t) β(t) represents the fraction of N(t) who are respecting the two principles P1 and P2. ↔ β(t) = N+(t) / N(t).
G(β) G(β) ≥ 0.75: This goal and mission corresponds to a high level of worldwide human culture and education when the overwhelming majority (for example a majority of 75 per cent or 3/4 ) of world population (and in particular elected representatives and decision makers5 ) respect the two principles P1 and P2.
Wiki-Horizon "Imagine a world in which every single human being can freely share in the sum of all knwledge1".
maxim (DREAM4) "OF ONE MIND IN PURSUIT OF OUR DREAM ALL DISCORD SET ASIDE4".
TG The Threshold of Globalization2 {designated by (TG)} in defined2 as the threshold of a happy, successful, stimulating, progressive, peaceful, interesting and bright human life worldwide.
Gtg "Imagine a world in which every sigle human being can freely share in the sum of all knowledge1", and have a happy, successful, stimulating, progressive, peaceful, interesting and bright life.
